PESEL UKR — Status, How to Obtain, and What Rights It Gives

If you came to Poland from Ukraine after the full-scale war began, you've definitely heard the phrase "PESEL UKR." This guide explains what PESEL UKR is, who can hold it, the deadline for applying for it, and what it actually gives you today. It also explains why, for many people, it's only the first step toward a more stable status — the CUKR residence card.

What is PESEL UKR?

PESEL UKR is a PESEL number issued to Ukrainian citizens (and certain family members) who are beneficiaries of EU temporary protection in Poland. The number itself looks like any other PESEL, but the UKR status attached to it is a marker in Polish registers confirming that your stay is legal under the temporary protection activated after Russia's full-scale invasion of Ukraine.

It's the status, not the number itself, that gives you rights. Lose the status, and the number stays — but the legal protection is gone.

Who qualifies?

PESEL UKR can be granted to:

• Ukrainian citizens who arrived in Poland after 23 February 2022 because of the war;
• spouses of Ukrainian citizens (regardless of the spouse's own citizenship);
• minor children of the people above, including minor children of the spouse;
• close family members holding a Karta Polaka who came to Poland after 23 February 2022 because of the war.

Children born in Poland after 23 February 2022 to a mother who arrived under temporary protection can also receive PESEL UKR.

How to obtain it — and by when

A deadline that's easy to forget. You must apply for PESEL UKR no later than 30 days from the day you entered Poland. Missing this deadline causes temporary protection itself to lapse.

There's no separate "PESEL UKR application" as a distinct, paid procedure at the voivodeship office. The commune office (urząd gminy) grants the status as part of the registration for people who arrived from Ukraine because of the war. You go in person with a valid passport and apply for a PESEL with UKR status. Your biometric data — fingerprints and a signature sample — is entered into the registers at that point. This matters later: when you apply for the CUKR card, the system pulls this data from the same registers, and a missing record blocks the application.

If anything is missing or out of date, go back to any commune office with your passport and ask to have it completed.

What PESEL UKR gives you

A valid PESEL UKR gives you the right to:

• legal stay in Poland under temporary protection;
• work for any employer without a separate work permit — your employer must, however, report your employment to the relevant Powiatowy Urząd Pracy (PUP, district labor office);
• access to some of the public services available to beneficiaries of temporary protection, including healthcare, education, and social assistance — the exact scope depends on your situation, so confirm it directly with the NFZ, your school, or your local social assistance center;
• a later transition to the CUKR residence card — a 3-year temporary residence permit that lets you exit temporary protection without having to leave Poland.

One thing is important: with PESEL UKR you don't need a work permit, but your employer must report your employment to the PUP. Once you get a CUKR card, that reporting obligation disappears. On top of that, the CUKR card lets you run a business on terms not available under temporary protection alone.

Rules for trips out of Poland

Warning. A single trip out of Poland lasting more than 30 days automatically ends your PESEL UKR status, regardless of where you travel to. If you travel often, make sure no single trip abroad exceeds 30 days — it's a hard limit.

Losing UKR status means losing your legal basis for staying, working without a permit, and accessing the benefits described above.

The trap: an ordinary residence permit closes the door to CUKR

If, in the meantime, you apply for and receive an ordinary temporary residence permit (on a basis other than CUKR), your UKR status automatically changes to "NUE" — and you lose the ability to apply for CUKR. This decision cannot be undone. So before filing any other residence application, check first whether you qualify for CUKR.

Do you qualify for CUKR?

The CUKR card ("Former holder of temporary protection") is a 3-year temporary residence permit. You must meet all four conditions together:

1. you hold UKR status on the day the Voivode issues the card;
2. you held UKR status on 4 June 2025;
3. you hold UKR status on the day you submit the application;
4. you have held UKR status continuously for at least 365 days — broken periods cannot be added together.

The fees are 340 zł stamp duty + 100 zł for issuing the card — two separate payments into two separate accounts, payable before you submit the application, and not refunded if you're refused.

The window for filing is open from 4 May 2026 and runs until temporary protection ends, i.e. 4 March 2027. But the application can take up to 180 days to process — if you file it at the last minute, you risk the decision not arriving before protection expires. The earlier you file, the safer you are.
